My son's phone has to be turned off when he goes to school but when he turns the phone back on it shows him having been on "Be Real" app for the entire 8 hours thus using up all of his allotted screen time (not to mention screen time is not effectively working because he not allowed 8 hours to begin with)
Hi, is the iPhone completely off or just screen locked. What happens is that Background App Refresh feature in iPhones allows content in apps to stay up to date, even when you're not using them. For example, your Mail inbox stays updated, even when you're not actively using Mail. If you prefer to manually refresh apps, you can turn Background App Refresh off for all apps, and for individual apps. To turn this off, Go to Settings > General > Background App Refresh and turn it off for all apps or just for Be Real app.

Either it is not switched off, or he has another device on his account that is turned on, maybe even at home.
If he is old enough to have an iphone give hime some more freedom, turn off screen time.
And if "Share across all devices"is turned on in Scteen Time, do the same on any ipads or macs he has at home. Rogue apps are best closed after use.
I even had a simple metronome app do this.
Screen Time counting Apps as being used even when phone is off.
