Where do you see the battery being charged? In the menu bar (icon to the right)? Do you see the same in System Settings?

If you do have a MacBook Pro with an Intel chip (you can check in  > About this Mac), I’d try resetting the PRAN/NVRAM and SMC a few more times.

As @PRP_53 mentions, you can view the battery informations in System Report. Does the report show the battery charge or does it show the battery charging (sorry, I don’t own a MacBook so I don’t know what’s displayed)?

You could try using a 3rd party app (Coconut Battery, for instance) to double check what the Mac reports. I’m suspecting an icon/display error and not a generalized issue.

Try to download the update directly from the App Store: macOS Sequoia. If the issue persists, start your Mac in safe mode and update macOS (your Mac will restart in normal mode after the update.)

The next thing to try is to reinstall macOS from recovery mode. This should install the latest version of macOS Sequoia.

How many Full Battery Cycles has this MacBook Pro (2017 – 2020) experienced over the Life of this computer ?

Apple Batteries are rated for 1000 Full Battery Cycles and / or 80% Capacity before needing Evaluation or replacement.

Finder >> Go >> Utilities >> System Information >> Battery

On the Right Panel look for the Full Cycles or does it mention >> Service Battery

Yes the Count maybe 286 Full Cycles

Though the Full Charge Capacity versus the Designed Capacity is the important element

This could also be related IF a Third Party Replacement Battery has been installed in the computer

I found that for me something to do with iCloud relay being on cause the issue. I disabled iCloud relay and was able to update with no issue. I would suggest disabling iCloud relay trying to update and if you use iCloud relay, then you can just reenable it.
