—you can verify your software is up to date…

The current stable release of Sequoia  including bug fixes,  security updates  is macOS 15.1 

I can not reproduce your issue on the current Sequoia 15.1

So, you mean that in your Mac, the 2-finger free rotation works?

That is exactly what I mean.

It works when toggled ON in >Settings>Trackpad>Scroll&Zoom>Rotate
