How to disable the offload unused app option

I’ve searched online and many sites say that there’s an option to turn it on or off in settings once you enter App Store sub settings but I can’t seem to find it

Do you have a work or school email account on your phone? If so the provider can control some of your settings.

Also, go to Screen Time settings, and check the settings for App Store, and also for everything under Content & Privacy Restrictions.
