AppleTV profile picture won’t change or update

Yes, I know how to change my profile picture based on exactly what Googles top results say, iCloud, log in, change photo.

done all that. I have several profiles on my families AppleTv account and 3/5 have their pictures but two do not no matter if we change the on iCloud or through our phones profiles. Nothing lets us change the images for two of the profiles.

any idea what else we can try?
