Missing 'Cut' option in Photos for album management

I have issues in photos why there is no cut option in photos like when we want to move photos to in albums then these photos must be deleted from all photos because when we want to clear these photos from all photos then these photos also delete from both sides so apple must provide cut option when we cut or move this photo to another created albums its must deleted from all photos and we want this only available in my created folders

Photos is a database image management system. Photos are only in the library once.

Albums are like playlists in iTunes. You can have a music track/photo in many playlists/albums and only one copy of the item in the library.

Photos in albums are not separate entities but only pointers to the original image file in the library. Therefore, if you delete a photo from the library it is deleted from all albums and projects it might be in.

Additionally, you can delete a photo from an album and it will still be in the library. But not the other way around.

What device are you referring to? A Mac or mobile device? What year and model and system?
