iPhone is sold by region. As such, if you buy your iPhone in for example, the US and you try to make an AppleCare+ claim in Germany, the German variant of iPhone differs from the US version. Apple policy on replacing a phone, is it will be replaced with the same model, color and memory as the original phone. Germany, won't have a US version phone to exchange it with, so Apple Germany will most assuredly tell you to go back to the US. AppleCare+ plans are NOT international. If the claim is simple, such as a screen or battery, you may have better luck using your AppleCare+ plan outside the country of purchase. But we see people come here daily, who are upset because they bought their phone in a country different from the country they live and were denied warranty support on their phone. This is why we ALWAYS recommend buying your phone in the country you live and will use it.

It's at the discretion of the people at the service center. They likely won't have international iPhone models on hand for replacements, and therefore aren't obligated to honor warranties or AppleCare plans from outside their own country(except when both are in the European Economic Area or Switzerland).
