Turn off Screen Time, Parental Controls, remove any MDM profiles, force-restart, and check again.


If Android or other options solve the OP’s requirements better than this iPhone 8 (“I’ll quit using apple products”), then migrating to one of those is entirely appropriate.

So, you don't know if there Screen Time Restrictions or Parental Controls on your used phone? You may have purchased a phone which is controlled by an employer or school, which you can't remove without that institutions help (Apple can't remove MDM profiles if there is one on your phone). Buying a used iPhone is risky at best. We can't tell you what the issue is as you're not the original owner. So threatening to not buy Apple Products in your original post seems misguided, when you purchased a used iPhone, which you seem to have no knowledge about what may be preventing you from updating the phone.

Lots of people aren’t the original owner of an Apple iPhone or of an Android phone.


Do you have a reason for mentioning that in this context?


An iPhone purchased that was used can unfortunately still be tied to the previous owner, or can be properly transferred to the current owner. An iPhone that was not transferred is limited in its available access and options.
