Why can't I access Apple Intelligence on my iPhone 16?

i’ve been trying to install appel intelligence on my iPhone 16, which i previously updated on IOS 18.1

i did everything that was written on the appel website to access to apple AI, i switched language of Siri to english US, changed region for United States and i’ve set the main language on english US.

when i go to Settings>Apple Intelligence & Siri, the button Join apple intelligence Waitlist doesn’t appear.

I’ve tried to turn my phone completely off and then turning it on again, i’ve tried putting a vpn located on the US, but nothing worked.

It is written that “apple intelligence is not currently available in your country or region”, but the region set on is United States, and i live in France so it is supposed to be working ?

On my Mac it has worked, so why can’t i have it on my phone too ? i’ve completed all the criteria?
