iPad task bar disappearing after switching apps

Previously on my iPad when I switched between programs, they would stay on the bottom task bar for easy access. This no longer happens. Can I get this back?

Check one key item in iPad settings...:

Settings > Home Screen & App Library > Show Suggested & Recent Apps in Dock - set to ON
