So it seems like the launcher on my iPad is acting funny. On the app drawer, some apps just straight up disappear as options, and on the homepage, there are new shortcuts appearing, even though I’ve erased them numerous times.

iPadOS doesn't have an "App Launcher". It has Home Screens upon which App icons can be installed and opened - and an App switcher page that is accessed using an upward-swipe (with a pause before lifting your finger from the screen) from the bottom edge of the screen.
