My iphone 7 plus says iphone locked to owner
We forgot the apple id passwords but we know the phone lock and the finger print id

If the phone is Activation Locked, you must supply the Apple ID and Apple ID password that it is requesting. The passcode and fingerprint ID will not get you past the Activation Lock.
If you are the original purchaser, and you have proof of purchase from Apple or an Apple Authorized Reseller that shows your name and the phone's serial number, you could start an Activation Lock support request.
