Standby mode available on ipad ?

if no then it can be available in future ?? Yes or not

Standby mode is not available in iPadOS.

Your iPad when sleeping (i.e., when the screen is turned off) is effectively "in standby".

The iPad will automatically lock and switch to its "standby" (sleep) state if it remains idle for a predetermined time - this being the Auto-Lock setting:

Settings > Display & Brightness > Auto-Lock - select from 2,5,10 or 15 minutes.
