Return the phone for a refund.

It is useless because the original owner did not follow these instructions:

Chances are, the person who sold you the phone was not the original owner.

You've more than likely been scammed, which is very common when buying phones on sites like eBay from people you don't know. You can't use the phone. Apple won't help you. We can't help you. If you don't know the Account Credentials, you've bought yourself a useless brick. And to be honest, an iPhone 4s is an antique at this point, which is so out of date that many many apps won't even run on that phone anymore. The phone was originally released in 2011, 14 years ago. If you can't get your money back, recycle the phone responsibly and learn from this unfortunate buying decision.

You have not removed them from the device, that is something only the previous owner can do. There is no way to bypass Activation Lock. Think about it, if you could bypass it, then anyone could steal your device and set it up as theirs. That is exactly what Activation lock prevents.

Purchasing a device from Ebay is a risky move to start with. I would also avoid FB Marketplace. They are not going to protect your purchase. Review this User Tip:
