I am looking for an app/s that will allow me to merge/combine pdf/files into one document, what I mean is take separate scan/screen shots and make 1 document file. Also want to do the same with photos, make a photo collage, does not have to be 1 app to do both can be separate apps.

Photos and PDF files are entirely different file formats - and it perhaps unsurprising that you are having difficulty identifying a single App that can directly combine these file-types into a single document as you describe.
You might consider using a desktop publishing App - such as Affinity Publisher:
