On the Watch, tap to wake brings up the screen for 15 seconds, or 70 depending on the setting, and the settings provide that choice. However, there is no choice for the screen time after raise to wake. Settings only provides an option for turning off raise to wake or turning it on. No choice as to the screen time provided. Any thoughts as to why this is so, ways of adjusting the time, etc?

You can not adjust the time for the screen being on after you have raised your wrist.
Tapping the screen when facing you after it went dark again will switch the display on for the selected time period for Tap to Wake.
I guess, Raise to Wake is just meant for taking a short glance at the screen of your watch, not using too much battery life, compared to the up to 70sec of active display.
However, if you use the Feedback link, you can tell Apple directly about your wishes for future watchOS updates.
This is the only way to reach them, as Apple does not follow theses user to user communities.
