It's broken. Make an appointment at the Genius Bar of your local Apple Store or take it to your local authorized service provider. They will examine it and explain your options.
If screen isn’t damaged and you’ve tried more than 3x and it is not still working try restarting your iPhone and see if it works. If it doesn’t then you need to take it to an Apple repairer
