Apple doesn't generally offer a price-drop refund policy. However, in many countries assuming that you purchased directly from Apple, you have 14-days within which to unconditionally return an undamaged item for refund of exchange.

As such, if within your 14-day return period, you might consider returning the higher price item for refund - and purchase a replacement device at the lower price. Given that your original purchase was made at the end of September, early November is way past the opportunity for return.
