Tik tok ignores Ask to buy settings on family settings

I've enabled ask to buy on my sons iPhone SE. When I go to App Store and search for Tik Tok it downloads and installs without asking for parent permission. I tried another app from App Store and I received the ask to buy request. Looks like Tik Tok ignores the ask to buy. I now have to take the phone off my son as I do not want him using Tik Tok. Apple should remove apps from App Store if they do not enable the ask to buy permission setting.

I wonder if the issue is that you have already purchased or downloaded the Tik Tok app – and therefore, the app is now shared with the entire family group.

I suppose there is the Screen Time / Parental Control feature for preventing your child "from being able to install or delete apps, make in-app purchases in apps installed from the App Store, and more."
