How to remove red dot notification badge from System icon iPad 10?

I know why the red dot badge is on the System icon. Apple is trying to get me to agree to the latest iCloud policy. When I get to the screen of the agreement to put in my iPad unlock code as directed, pressing Done does not function...nothing happens, so I am in a loop of failure to accept the policy. I do not need iCloud anyway. So how do I get the red dot badge off the System icon?

Note: I only have ever had the free 5GB setting for iCloud. I have shut off iCloud for everything that is allowed to be shut off. Somehow data goes to iCloud at times anyway which is annoying.
