I would be interested in purchase of an iphone 14. presently have an Iphone 8. Apple is advertising this phone available for 6.79 a month for a total purchase price of $356.

The least expensive iPhone 14 on Apple's U.S. site – one with 128 GB of storage – goes for $599 USD. The U.S. Certified Refurbished store does not have any plain iPhone 14s for sale at the moment, but if they did, and Apple offered the usual 15% off list price, I would expect the Certified Refurbished price to be around $509 USD.
An iPhone 8 in good condition is worth "up to $40" USD in trade-in credit.

Yup. Sounds like a 3rd party offer with some really limited contract that will tie you down for like 4 years or something like that.
