How can I stop receiving photo updates for my contacts in iOS 18.1?

I want to stop receiving my contact's photo updates and ALWAYS use the picture I choose for them. Before you ask, I already disabled the toggle under Settings | Contacts | Share Name and Photo on my phone. Since the contact I am dealing with is my daughter I also disabled the same thing on her phone, but her contact photo keeps changing without asking me. I can go and revert it, under "Contact Photo & Poster" in her contact card but it is SOOO annoying to do this every single day! The funny thing is under "Contact Photo & Poster" I see two options "Latest Photo (Update Automatically)" and Custom Photo (Ask Before Updating) but I never get asked and it changes automatically. Maybe I need a way to change this "Latest Photo (Update Automatically)" to "Latest Photo (Never Update)", but I can't find a setting for it anywhere.
