Contacts app not working

I have a new iPhone 15+. I transferred all the apps and data from my old iPhone XR. However, the contacts did not sync. They are saved in the iCloud and I can see them there. I added iCloud in the contacts account. The contacts just aren't downloading.


When I try to share the contacts manually with the new phone via AirDrop or an emailed vcr file, the new phone recognizes the contacts and gives me an option to add them as new contacts. However, when I go through saving them, they do not appear in the contacts list.


I cannot even edd a new contact. I go through the whole process, but it is not saved.


What does appear is a -1 in the All Contacts list. It is my card for my name and info. I can change that. But the other lists I i activated (iPhone, Outlook) do not appear.


I've reset the phone twice.


What I'd like to do is delete the contacts app and reinstall it. However, it looks like I can only "offload it" and then relad it. I can't actually reinstall the app.


Any ideas? I'm ready to try anything except a third-party solution.
