How can I recover contacts after signing out of Apple Account?
How do I get my contacts back after signing out of Apple as I had to reboot my phone?

For contacts stored in your iCloud account, just Sign back in. In iPhone, Settings, [tap your name], iCloud, (see all) ensure Contacts is turned on.
If that does not work you will have to explain in which account you store the contacts
