If I purchase a s/m apple watch can I replace the band with a m/l band later if it's too small. I don't want to return the entire watch, I just want to replace the band, at my expense.

Yes the bands are changeable on the series 9 for sure. Not sure what series you have.
No. Bands cannot be replaced alone.
Measure your wrist to get the size right. If you have a large wrist over 160mm (6in) around, choose the m/l band size.
Anything less, you can choose the S/M.
There's no reason to choose a small band if you have a large wrist and vice versa.
