Please I’m trying to subscribe for my Dil Mil account, but keeps saying your purchase could not be completed contact iTunes support. Please help me fix this thank you.

Try entering in a different payment method temporarily - a debit or credit card - and see if you can then make the purchase. If not, then you will need to do as the error message says, contact iTunes Support.

As I suggested, try entering in a different card. Or contact iTunes Support as you were directed. We are all just fellow users here and have no access to your account nor any way to correct a problem.
