Can I limit total screen time on my Apple device?

Do you know if Apple allows limiting total screen time per day (not by app but total time irrespective of when and how you use that total time)?

Not to the best of my knowledge. I suspect this is, in part, because if the entire phone were blocked, it wouldn't be possible to use it for phone calls.
If the phone belongs to a minor you're responsible for, take the phone away from them when you don't want them using it and feel comfortable knowing they won't have it to make emergency calls.
If it's your phone, turn it off and put it somewhere inconvenient.
