How do I clear my Apple Account balance to change region?

I've ben trying to change my apple store region for years already, one of the most frustrating thing which makes me throw my phone and get android. Why it's so difficult,I have 7 cents on my account and can't get any help from apple.support to just zero my balance.

Can someone help me and advice how to contact apple chat. Seems to be impossible for me
