My phone only receives sound notifications when phone is unlocked. If phone is locked notifications are silenced. Have reviewed the settings numerous times, turned the phone off and on with no luck. iPhone 11 MaxPro, Version 17.6.1

Do you wear Apple Watch? If you do, this is expected behavior as since the dawn of Apple Watch, while the iPhone is locked, notifications will be delivered to your watch and if your iPhone screen is on, they will be delivered to your iPhone. They will NOT however, be delivered to both by design.
Again, if you wear Apple Watch, read this from Apple, which clearly says at the top that Notifications will be delivered to your watch or your phone, but NOT to both --> Notifications on your Apple Watch - Apple Support
