Smart lists for Contacts on the iPhone

I know that if I create a smart list on my Mac it does not appear on my iOS devices, but there also does not appear to be the functionality to create the list from scratch on my iOS device - is that correct?

Yes, this is correct: Smart Lists are not available in Contacts on the iPhone.
