why does my volume get so loud in youtube

When I’m in Spotify and music listening apps, the volume is just fine and I can change it. But when I’m on yt shorts or videos, even when I’m on the lowest volume, it BLASTS into my ears and is hard to use. It just sounds more grainy and loud the more you turn down. Sometimes, on one video I’d be fine, but when I’d scroll, it blasts me in loud in the next one

why does the apps have control over my sound no matter what i do? When i go on tiktok or instagram or whatever my volume is always low no matter what i do. I have looked in my settings and nothing suggest there is something wrong. Why app continu to lower my volume
