After I click the "Join the Apple Intelligence Waitlist", I click the "join waitlist" but then it went back to it and nothing change. I just changed my apple account from China mainland to Japan today, is this due to the short time since I've changed my account region? Or what should I do?

You're welcome, but I wasn't able to help you much.
If you live in China, it doesn't matter where you bought your iPhone. Apple Intelligence has NOT been approved for use in China. Until it is as long as you live in China, you won't be able to use it. Changing your region to another region won't work. You'll have to wait until it is approved.
Thanks for reply. Now I live in Japan, I can use apple intelligence with other apple ID on my phone but after I change the region of this apple account from China to Japan, it still cannot show "joined waitlist".
The language and Siri were both set to English(US), I could see the "join the apple intelligence waitlist",but after I clicked the "join waitlist" in it, it just went back to "join the apple intelligence waitlist" instead of "joined waitlist".
I changed my main account from China mainland to Japan just couple of days ago, I wonder whether this will cause some problems such as icloud data tansfer from server to server which would take some time till this account can use apple intelligence?
Have you set the language to US English as well as Siri to US English?
