IPhone won't let me accept new iCloud terms and conditions

I have an iPhone SE, iOS version 17.7.1. I have this notice in Settings: "To use iCloud on this iPhone you must accept the new iCloud Terms and Conditions, and enter your iPhone passcode." Right below this is "Continue" in blue. I hit "Continue" and the screen shrinks for a moment like it's about to be replaced with another screen (which presumably would allow me to review and accept the new T&C), but it never actually goes anywhere; it remains on the same screen with the same quoted language, and the same "continue". I've tried signing out of my Apple account and signing back in again but it made no difference.

It is beyond ridiculous that this issue is all over the support chat boards, and NO solution is available. I've tried signing out and back in. Why is this happening to SO MANY users? and no solution?

Mine is on my 2017 iPad, it is completely up-to-date (no new update available). I've gone thru iTunes, I've logged on via my PC (Windows) and still can't get rid of it. Logging on via PC didn't prompt the message to appear so in my case it's purely on my iPad. Not that I'm bothered as I don't use iCloud (being an actual Android user for everything else), I just want rid of the notification.
