delete your notes app Reinstall and re sync on i cloud settings notes
they won’t come back on phone but will show in i cloud notes
aldo if you log into I cloud on a browser you will see your notes

You can try this but it it might not work with iOS 17
Open the Settings app.
Tap on your name at the top (aka your Apple Account settings).
Tap on iCloud.
Tap on Notes.
Turn on "Sync this iPhone" (green = on). If it is already on, turn it off and on again.
In the Notes app, wait several minutes for your notes to be restored from iCloud.
