Hello I stopped synching my notes to I cloud as I didn’t want back up. But suddenly all my 150 plus notes disappeared from my phone and from my I cloud account. What can I do to retrieve them. There is no recently deleted folder in my I could account.

I had/have a similar problem on my 15P, but the notes are still there. Also, only the written content of some notes seem to have disappeared, but my digital images are still on the notes. Try this weird move: click on the blank note, and send it to yourself in iMessage. The full content of the blank notes will re-appear, but only in iMessage. Your blank notes will still be blank on the notes application.
