unable to transfer files to iphone

I am trying to transfer files back and forth between my Windows 11 PC and iPhone 15 Pro Max which is using iOS 18.0.1 and iTunes 12.13.4.4


Everything was working the other day but then I needed to restore my Windows 11 PC to the factory installation. This required me to redownload the latest version of Windows, I do not know if this is the same version I had installed previously which was working, but I do know that iTunes previously had the Music and other stuff within iTunes, now they are separate apps so maybe this is a new version of iTunes and so I am just trying to connect and transfer files in an outdated manor.


I used to be able to connect my iPhone via a USB cable and open iTunes and then choose my iPhone device from the menu within iTunes and transfer contents back and forth, but this is not working for me now.


Regrettably, at about the same time, I updated my iPhone from iOS 17.x.x to the latest release, iOS 18.0.1 so maybe there is a new setting in iOS that I need to take a look at to enable file transfers. The PC and iPhone are authorised to see each other, I got the 6-digit code and entered it and all looked well other than the inability to figure out how to transfer any files.


Anyone know what I might be doing wrong, was there some big falling out and now the two OS's are not talking to one another?

I think I have made progress, I just learned that when they split iTunes out into several apps there is one called Apple Devices. This is very much like how it appeared in iTunes but I do not seem to be able to upload to my iPhone from the PC. I am clicking on 'Add Files' and then syncing and it looks like it added the files to my device but then I search for the PDF's on my iPhone I am not able to locate them, Acrobat is not showing them in the list of files on the iPhone. This worked for me in the past so I am not sure still what may now be different.
