New iCloud Terms and Conditions message says I must accept new terms etc. I click continue and get Cannot Complete Action message stating “This action cannot be completed at this time.” Only option is to click OK. Restarting iPad changes nothing. iPad 5th generation; iPadOS 16.7.10.

Same here. I was able to accept the new iCloud terms after I updated to IOS 18.1
Logged in to iCloud.com. Nothing popped up and it is unclear how to update on website.
Try updating to iOS 18.1. That worked for me.
I fixed my problem by updating the software to 18. It won’t work if you only update to 17.7.10
