unable to accept new icloud terms and conditions iPadOS 16.7.10

New iCloud Terms and Conditions message says I must accept new terms etc. I click continue and get Cannot Complete Action message stating “This action cannot be completed at this time.” Only option is to click OK. Restarting iPad changes nothing. iPad 5th generation; iPadOS 16.7.10.

I have now (as requested by apple support, followed the steps at this link:

Restore your iPhone, iPad or iPod to factory settings using a computer


INCLUDING FIRST TAKING A BACKUP.


I now have a fully working iPad with no request to approve terms and conditions.

Iphone X running on 16.7.10

I reached out to India apple customer support, they joined via screenshare. Tried various methods, updating shipping address in billing information, ensuring store account is properly logged in, turning off wifi and tethering with an other mobile while accepting agreements. None of these methods worked. They reached to the senior most agents and got back saying many have reported this issue and its an ongoing bug and requires a fix somewhere in the future.

This bug for instant doesn't happen in my good old iphone SE runing some 15.x.x nor in my newer iphone 15 or iPad air. So seems to be OS specific. We just have to wait it out.
