i lost my debit card 💳 and I have a replacement, please how do I add the new card since I got the old one blocked.

Are you trying to add your card to Apple Wallet app or Apple Settings app?
Or the settings app pictured below?

If the old card is in your Wallet app, please follow this path,
iPhone > Wallet > More Button (3 dots in a circle in upper right corner of screen) > Card Details > Remove Card.
