The problem is that security doesn’t stay on and the billing varies.

Billing issues are not Apple related and should be directed towards the carrier (and maybe the carrier support forums). No one on here can assist you with that. As far as security not staying on…could you explain what you are referring to? Is this a feature on the iPhone or one that is provided from the carrier?
