Callers can't leave voicemail on my iPhone 11

Callers can not leave voicemail on my iPhone 11 . Voicemail message is on my phone but callers are not hearing it not allowing them to leave a message I checked in settings but they’re all correct How can I fix this please?

Check with your cellular service provider. Callers should be able to hear the greeting and leave a voicemail message even if your phone is turned off, run over by a truck and the pieces thrown into the ocean. The voicemail service is provided by your cellular carrier.
