When Calling my Phone when it's powered off, there is no voicemail message, just "The Wireless Caller is not available" message.

Initially, when I upgraded from iPhone 13 Pro Max to iPhone 16 Pro Max, I was having issues with the voicemail not working at all. Whenever I sent someone to voicemail, it would always give them the message, "The Wireless caller you are trying to reach is not available" and it proceeded to not allow them to record a voicemail. After quite some time with AT&T's lackluster tech support, it seems like that issue is fixed. However, when my phone is off, I am experiencing the same issue. Surely my phone doesn't have to be on to receive voicemails, it never used to do that. Does anyone have any insight?

You might try this. Call your carrier. Tell them to remove voicemail from your phone. Thank them and hang up. Wait about 10 minutes, restart your phone. Call back and ask them to add voicemail back to your phone.
