My mom's iPad will not boot up, every time she puts it on the charger it goes to the apple screen then it black, it's a loop

I tried to put on on DFU mode, but It works, I tried to put it on recovery mode, but the thing is her iPad is dead and every time I try and connect it to my PC it never worked. And my mom keeps on arguing that my PC will charge her iPad, no, it will not and she keeps on insisting.
