tried everything, Apple Pay just says "Payment Not Completed"

Apple Pay worked fine until upgrading to 18.1


Now when I try Apple Pay, on the iphone15Pro, or the Mac thru my phone, I just get "Payment Not Completed"


Deleted, re-added cards

turned VPNs off

turned Face ID off

tried different cards

worked immediately before going to 18.1

logged out of Apple ID

restarted phone


I don't know what is actually complaining ? the bank ? apple ?


even when adding cards back in, I don't get a message from the bank about adding the card.


This seems to happen whenever major iOS update, but it used to get fixed adding the cards back.


Don't know what else to do ?

iPhone 15 Pro, iOS 18

The issue is probably the VPN. Remove the profile in your Settings app and then reset your Network Settings.

If you're using iOS or iPadOS 15 or later, tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings.


If you're using iOS or iPadOS 14 or earlier, tap Settings > General > Reset > Reset Network Settings.


This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.<<

no, they do not appear in the wallet


I verified the card works at the POS terminal, but did not try Apple Pay there.


The VPN has been on for months and hasn't been an issue. But turning it off does't help.


When I remove a card from Payment & Shipping/Payment Methods, and re-adding it, should I not expect an email from my Bank ?


Sometimes it says "Payment Failed", sometimes "Payment Not Completed" ?
