lost my iPhone bought a new phone started set up and typed in password and on the last step finalising backup plugged in to MacBook asked for password put in my password says it’s not right I am now locked out what can I do?

Are you sure it’s not asking for the password for the encrypted backup?
You can’t change the password for an existing encrypted backup. You can set a new one for backups going forward, but you will need the password that was enabled for encrypted backups before you made that one in order to restore it.
