I had PDF documents in folders in the files app and some have been removed from the folders and placed In the recently deleted or downloads folder and it won't let me move them nor open them.

I tried that with the recently deleted items and when It moved back it didn't go to the original folders. They went into the downloaded folded along with the others that left their folders and I cannot open them.

From your Recently Deleted folder, touch-and-hold (i.e., long touch) the file to expose the Action Menu. From the menu, select Recover.
