Can't move text independently from video in Final Cut 11

When I add a Titles>Basic Text>Text on top of a video clip, or a generator in FC11, the text can't be move independently from element below it on the timeline. I have tried dragging in the viewer and using Transform settings. Either way when I move the text the clip underneath comes with it. However, I can move the clip underneath and the text stays put. What am I missing here?

That is how this title is supposed to work.

If you don't want this behavior but still need to reposition the text, use Basic Title or another title instead of

Text.

FCP titles are built in Motion, and some, like "Text", contain a "Title Background" layer. Any transformation or effect applied to these titles also affects whatever is below then in FCP. This how an "adjustment layer" (which is just an empty title) is able to work.
