Why does my iPad 9th generation nit have a SIM card slot

I checked my version of iPad 9th generation and it is iPad Os 17.6.1

There are 2 models, one that is Wi-Fi only and one that is Wi-Fi and Cellualar. The Wi-Fi only model does not have a SIM card slot. See details in iPad (9th generation) - Technical Specifications - Apple Support
