When my husband gets a call it goes to his wife’s phone without call forwarding being turned on? The wife is an emergency contact on the husbands phone. We have seperate Apple ID accounts set up.

A long shot, but make sure "Allow Calls on Other Devices" isn't set on the husband's iPhone:
Use iPhone to allow calls and text messages on your iPad and Mac - Apple Support
If that's not set, I'd suggest he contact his cell carrier and ask them to check his account. There may be an issue wiht the account that has call forwarding set even though it doesn't appear so on the iPhone.

Might the husband and wife be using the same Apple Account (formerly Apple ID)? If so, that should stop immediately.
Make sure that each family member has a unique Apple Account - Apple Support
