The Apple World Wide Developer Conference (WWDC) had what amounted to a ticket lottery for registered third-party developers that had submitted a request to attend, and those that were offered a ticket then paid for that ticket, lodging, travel, and other costs.
The event itself had somewhere around 5,000 attendees for the week, pre-pandemic.
Apple stopped doing the traditional WWDC events and ticket lottery with the pandemic, though they can sometimes now offer smaller and more focused in-person events in recent years. Details and registrations can vary.
We’ll know more about Apple plans for any upcoming events if and when they might announce it.
In the years prior to the pandemic, the WWDC details and ticket lottery were usually announced in March or April, and WWDC was then usually held in early June in San Francisco.

Apple has also been offering remote one-to-one sessions in recent years, which can be invaluable for third-party app developers.

For WWDC? Folks that are enrolled in the Apple developer program will receive notifications with the details of upcoming events, yes. The WWDC tickets were around USD$1600 each, when those in-person events were being offered.
